How to be a Sherman Public Library Cardholder
If you are a resident of the Sherman Public Library District whose boundaries are those of the Village of Sherman, with proof of address, a resident borrower card will be issued at no charge. Resident library cards are valid for three (3) years. Just visit the library during regular hours and fill out an application.
Sherman Library cards, in good standing, are accepted at any public library in the Rolling Prairie Library System. You may also order online, check library catalogs, or renew materials from home using your barcode number.
Not a resident of the Sherman Public Library District and still want to use the Library? It is easier than you may think. Library programs are available to everyone whether they reside in the district or not. Everyone is welcome to use any material at the library, including the internet, as long as they stay in the library. Anyone not residing in the Library District may apply for and receive a non-resident library card entitling them to the same borrowing privileges as resident cardholders.
The Library Board has approved the following method for issuing a non-resident card :
1. Property owners residing outside the Sherman Public Library District should bring a current tax bill with them. The library tax rate or equivalent, including all special levies, is applied to the non-resident property owner's principal residence assessed valuation on an individual, case by case basis. The property owner will pay the same amount as would be paid if the property were in the library service district. Non-resident cards are valid for one (1) year.
2. The amount in the line “Value after Exemptions” is multiplied by the current Sherman Library tax rate of .2831. (This number fluctuates and is based on calculations done at the county level.) This is the amount of the Non-Resident card. A resident cardholder will already have paid this amount on their real estate tax bill. The Library Board approved this method in their June 2007 and is expected to approve again in the June 2009 meeting. Past fees were a flat rate based on the State formula. The last fee based on this formula was $110. The Library Board feels the “Tax Bill” method is the most equitable to all concerned.
3. In the event the applicant is a renter, the non-resident fee is calculated at 15% of the monthly rent. Anyone applying as a renter should bring proof of their current rent payment either a current rent receipt or a cancelled rent check for verification purposes.
